In building working relationship during his sensitization drive, the Ombudsman of the Republic of Sierra Leone, Tejan Ahmed Israel Jah, Esq. has on Thursday 1st February 2024, met with the Chairman and Management Staff of the Political Parties Regulatory Commission (PPRC) at their Office at Tower Hill.

Speaking with Senior Management of the PPRC, the Ombudsman thanked the Team for the work theyhave been doing over the years and encouraged them to maintain the balance. He said that the mandate of the Ombudsman stems from the 1991 Constitution of Sierra Leone and the Ombudsman Act No. 2 of 1997.

He noted that the mandate is to investigate any act of a prescribed authority in respect of which a complaint is made to him by any person, who claims to have suffered injustice as a result of Maladministration. He noted that hardship, detriment or grievance occasioned by inequitable treatment whether legally or otherwise are referred to as injustice whilst, maladministration includes, bias, unfair discrimination, harshness or general high-handedness, using powers for wrong purpose, ect.

 

OMBUDSMAN VISITS POLITICAL PARTIES

Responding the Executive Secretary PPRC, Olushogo David, thanked the Ombudsman and Team for the visit. He said that since the creation of the PPRC this is the first Ombudsman that has visited the Office. He stated that the PPRC is a family and that the staff are treated fairly and without bias. He pledged the Commission’s continued relationship with the Ombudsman’s Office.

The Chairman, PPRC, Abdulai Masiyanday Bangura, Esq. expressed thanks and appreciation to the Ombudsman for enlightening the senior management of the Commission of his mandate. He noted that the Ombudsman would not receive any complaint of unfair treatment of staff from the PPRC as they go by the dictates of the Civil Service code of conduct when dealing with staff issues.

In a bid to strengthen his mandate in the fight against injustice occasioned by Maladministration, the Ombudsman, Tejan Ahmed Israel Jah Esq. has paid a familiarization visit to the United Nations Resident Coordinator Ms. Seraphim Wakana at her Office at Wilberforce.

The Ombudsman told the Resident Coordinator about the mandate and functions of his office in line with Constitution of Sierra Leone and the Ombudsman Act of 1997. He stated that the United Nations Development program (UNDP) supported the office some years ago and that it was in line with that that he decided to visit the UN Resident Coordinator to further strengthen the relationship.

Ms. Wakana, thanked the Ombudsman and Team for the visitation She noted that the role of the Ombudsman is important in the area of accountability and good governance. She stated that the United Nations seeks to strengthen capacity within the Public service and they are in the designing phase of the strategy for the entire nation.

The Ombudsman of the Republic of Sierra Leone Tejan Ahmed Israel Jah, Esq. has paid a courtesy call on the Chairman of the Monument and Relics Commission, Joseph Kaifala and Team at their Office at Campbell Street.
Briefing the Chairman, the Ombudsman said that the visit is to sensitise the Commission about the mandate of the Ombudsman and also to familiarize with them. He stated that the Ombudsman’s Office was created by section 146 of the 1991 Constitution of Sierra Leone and the Ombudsman Act of 1997 and that the main function of the Office is to investigate the actions or inactions of Ministries, Department and Agencies that may cause injustice occasioning Maladministration.

He noted that bias, unfair discrimination, harshness or general high-handedness, using powers for wrong purpose are all referred to as maladministration under the Ombudsman Act.

Monuments

Responding to the Ombudsman and Team, the Chairman stated that he is happy to receive the team as this is a great opportunity for them as an office. He noted that he always emphasize the need for people to respect to respect each other wherever they find themselves.

 He noted that the fundamental rights of every individual is of utmost concern to him. He stated that he always ensures that the rights of his staff are always respected ad treated with dignity. He thanked the team and accepted the request of the Ombudsman to engage his staff in the future.  

 

Labour Minister

The Ombudsman of the Republic of Sierra Leone Tejan Ahmed Israel Jah, Esq. and Team have paid a courtesy call on the Minister of Labour, Employment and Social Security Abdul Raman Swaray at his office at New England.

The Ombudsman said that the visit was also a sensitization drive to raise public awareness, among Ministries, Departments and Agencies of government, on the mandate and scope of the Office of the Ombudsman. He stated that his Office’s key mandate is to investigate complaints brought against government officials in MDAs, institutions of Higher Learning, institutions fully or partly funded by funded by Government.

He acknowledged the link between his Office and the Ministry of Labour, Employment and Social Security and their collective responsibility in resolving administrative disputes. The Ombudsman stated that they can also address complaints by mediation and referrals to various institutions, but industrial disputes complaints are mostly referred to the Labour Ministry.

In response, the Minister of Labour, Employment and Social Security, thanked the Ombudsman and his team for the visit, and applauded the Office for recognizing the synergy between the two institutions

He assured the Ombudsman that his Institution is ready to work collectively w with the Ombudsman to ensure that workplaces are free of injustice occasioned by Maladministration.
