OMB Address Kono MilitaryFollowing a press release on the visit of the Ombudsman of the Republic of Sierra Leone and team to the Provinces, the Ombudsman Leon Jenkins-Johnston Esq., and team have completed their first day of sensitisation and Intake Clinic in Koidu City, Kono district. 

Meeting with stakeholders and community elders in Koidu city, the Ombudsman explained the mandate of the office of the Ombudsman which is contained in section 7 of the Ombudsman’s Act of 1997.

The Ombudsman noted that his office is responsible to look into issues of maladministration that occurs in ministries, departments and agencies, statutory bodies, corporations, prescribed authorities and institutions of higher learning. The Ombudsman Leon Jenkins-Johnston said that the office was created by section 146 of the Constitution Act no. 6 of 1991 which gave rise to the Ombudsman’s Act of 1997.

At the 9th Infantry Battalion, the Brigade Commander Lt. Col W.T Pessima, thanked the Ombudsman and team for the visit. He noted that it shows the respect and importance the Ombudsman attached to the welfare of the security forces.

Addressing officers and men of the 9th Battalion, the Ombudsman Leon Jenkins-Johnston said that as a prescribed authority, the officers and men should be aware of the functions and mandate of the office of the Ombudsman. He noted that the office is the public protector and a nation-wide free service, and encouraged them to make good use of the services of the office.

During the interactive session, the other officers and men raised an issue about the difference in the age requirement for retirement within the military, which is five years less than that required by NASSIT. Battalion Commander Lt. Col. W.T Pessima said that this issue has been put to rest with the recent civil registration and thanked the Ombudsman and team for the visit and sensitization.

At the Tankoro Police Division, Kenema, the Head of Office  Gawa Wilfred Amara, explained that the office of the Ombudsman is charged with the responsibility to receive and resolve complaints. He said that section 7 of the Ombudsman’s Act states the functions of the office of the Ombudsman.

Several issues ranging from delay in payment of salaries, withholding of rice supply, meagre house rent allowances and the stoppage of annual leave for police personnel were among the issues and complaints received by the team. At the new Sembehun City Council Hall, the team of investigators received 10 complaints from members of the public. 

Similar visits were also made to Paramount Chief Fengai Kaimachendeh of Beseh Chiefdom Koidu, Mayor of the new Sembehun City Council, Mayor Komba Sam and the Sierra Leone Correctional Service in Sefadu, where the ombudsman noted remarkable innovative ideas implemented by the head of the correctional service.

Also, in a similar vein, a second team from the Ombudsman’s office led by the Director of Complaints, Mediation and Investigations, Andrew Johnson Esq., were in Kailahun to conduct an Intake Clinic where they received and tried to resolve complaints from members of the public. Whilst in Kailahun, the team visited the Kailahun Police Division where they met with the Local Unit Commander and Commanders of other stations within the Kailahun Division.

The team also met with the Deputy Education Secretary, Kailahun district, all officers of the Sierra Leone Correctional Services, the Chairman Kailahun District Council and officers and men of the 1st infantry battalion in Daru. The team also resolved two complaints from NaCSA and received 14 complaints from members of the public in Kailahun.

In continuation of the sensitisation drive and intake clinics, the ombudsman Leon Jenkins-Johnston and team have completed it's second day activities in Magburaka in the North and Bonthe in the Southern Province of Sierra Leone.

In Magburaka, the team met with the Magburaka Police Division, Magburaka Correctional Services, Paramount Chief Alhaji Maskma Kamarakah III, the Medical Superintendent and team, and the Deputy Director Teaching Service Commission and team of Tonkolili district.

During the sensitisation drive to the various stakeholders, the Ombudsman, Leon Jenkins-Johnston dilated on the Mandate and Functions of the Office of the Ombudsman. He noted that the office is charged with the responsibility of receiving and resolving complaints. A team of investigators were stationed at the District office where they were receiving complaints from the public.

In Mattru Jong, Bonthe District, the team lead by the Director of Complaints, Mediation and Investigations paid a courtesy call on the Chairman, Bonthe District Council, Chiefdom Speaker, the Local Unit Commander Bonthe, the Sierra Leone Correctional Services, Mattru Jong, the Deputy Secretary of Education Bonthe together with principals and head of educational institutions and the District Medical Officer and Team. The team in Mattru Jong received and recorded about 20 Complaints.

Office of the Ombudsman

Continuing his provincial sensitisation and intake clinics, the Ombudsman of the republic of Sierra Leone, Leon Jenkins-Johnston Esq and team, have completed his meetings with stakeholders in the Koinadugu district, were he met with various stakeholders to solicit their support for his office.

He met with the Deputy Director of Education and staff of the Teaching Service Commission, the  two Paramount chiefs, the District Officer, the Local Unit Commander and Officers of the Kabala Police Division, the Regional Commander of the Sierra Leone Correctional Services and officers of the Kabala Correctional Services and the Commander, Officers and men of the RSLAF and held a meeting at the Kabala Government Hospital, were staff of the hospital raised several issues ranging from non-issuance of pin codes to promotion of staff and the non-payment of remote allowances.

Ombudsman Leon Jenkins-Johnston Esq, thanked the staff of the hospital for their dedication to work despite Working under such difficult circumstances and assured the hospital staff that he will follow the issues highlighted with the relevant authorities.

The team of investigators stationed at the District Officers conference hall, received about 10 complaints.

On the same drive led by the Director of Complaints, Mediation and Investigations, Andrew Johnson, the team in Moyamba met with the Chiefdom Speaker and the Section chief and held a radio discussion program.

The team held meetings with the military, Correctional Services, Deputy Director of Education, Teaching Service Commission and the entire health unit.

The team held its intake clinic wherein they received 12 complaints.

The team in Moyamba were able to look into, and solved 5 complaints, which included an old man who had worked for 12 years and was terminated without benefit. The team engaged his former employer, who agreed to pay his benefit through a payment plan. The team also solved an issue involving three teachers who were wrongly terminated by their head teachers.

Office of the Ombudsman

The Ombudsman of the Republic of Sierra Leone Leon Jenkins-Johnston and officials of the Office of the Ombudsman, have concluded their sensitisation and intake clinics in the provinces.

 Day 4 1

The sensitisation and intake clinics which started on the 17th September 2019, is a core activity of the office of the Ombudsman.

Meeting with stakeholders in Lunsar, the ombudsman explained the functions, mandate and powers of the Ombudsman. The Ombudsman himself, led a team of investigators to Kono, Magburaka,Kabala and Lunsar, sensitising and conducting intake clinics.

Day 4 2

In the same vein, another team led by the Director of Complaints, Mediation and Investigations, Andrew Johnson visited Kailahun, Bonthe, Moyamba and Lungi.

The two teams, held several meeting with the health sector, correctional services, police, military and traditional authorities.

The teams solved complaints in various locations and received a total of about 76 complaints during the intake clinics held in various locations in the provinces during the intake clinics.
