OMBUDSMAN ENGAGES THE CHAIRMAN AND COMMISSIONERS OF THE RIGHT TO ACCESS INFORMATION COMMISSION (RAIC)

In continuation of his courtesy visit and sensitization campaigns, the Ombudsman paid a courtesy visit to the Chairman/Information Commissioner Dr. Ibrahim Seaga Shaw and his Management Team at their Offices at Krootown Road.

The Ombudsman explained his mandate and functions in relation to Administrative Justice in the Civil/ Public Service. He stated that he undertaking the sensitization campaigns to build cordial working relationships with the respective MDAs. He noted that he is also raising awareness on the work of the Ombudsman as many Civil/Public Servants do not know about the mandate and functions of his Office.

The Ombudsman further stated that many people are suffering in silence but they are afraid to complain for fear of reprisals from their superiors.

He further explained that his Office receives complaints not only from members of the Civil/Public Service but also members of the public who have suffered injustice as a result of the administrative actions/ omissions of government officials/ Institutions.

He stated that his mandate aligns with one of President Bio's manifesto promises of revamping the Public Service architecture which is Pillar 5 of the Mid-Term National Development Plan and Goal 16 of the SDG's.

Thanking the Ombudsman and Team for the visit, the Chairman/Information Commissioner Dr. Ibrahim Seaga Shaw stated that the mandate of the Commission is to facilitate access to information that the public requires and to ensure information needed by institutions and individuals are made available when requested. He noted that he would like both Institutions to look at areas of collaboration. He cited information sharing, public awareness raising and visibility, mutual support, investigations, capacity building and to undertake joint programs. He pledged his Institution's continued support to the Office of the Ombudsman.

OMBUDSMAN PAYS COURTESY CALL ON THE SIERRA LEONE COMMISSION ON ARMS AND AMMUNITIONS

The Ombudsman paid a courtesy visit to the Commissioner and Team at the Sierra Leone Commission on Arms and Ammunition at their Offices at State Avenue in Freetown.

Welcoming the Ombudsman and Team, the Commissioner Rtd. Col. Binneh Kondeh Conteh, stated that the Commission is charged with the responsibility of regulating and supervising the manufacturing, trading and use of arms, ammunitions and other related matters.

He noted that the Sierra Leone National Commission on Small Arms Act of 2010, has been repealed and replaced by the Sierra Leone Commission on Arms and Ammunition Act of 2023.

He further noted that the Commission won the Reporting Champion Award in 2023 and has been seen as a model to train other countries.

Making his presentation to the Commissioner and Staff, the Ombudsman Tejan Ahmed Israel Jah Esq. stated that his visit is in two folds. Firstly, to raise awareness about the mandate and functions of his Office and Secondly, to build collaborative working relationships with the Commission. He noted that staff of his Office have been facing reprisals and other forms of attacks from Heads of Institutions as they see the Ombudsman's Office as an intruder into their administrative actions.

He mentioned that his office is a Grievance Redress Institution as it looks into the administrative actions of MDAs which cause hardships detriments or any grievance to either members of the public or workers in the public sector.

He stated that his Office is a transparency and accountability Institution ensuring that not only are Heads of Institutions accountable for their administrative actions but also staff members work in a dignified environment free from injustice and maladministration. He further defined injustice and maladministration.

HE ADMINISTRATOR AND REGISTRAR GENERAL AND HER MANAGEMENT TEAM

The Ombudsman Tejan Ahmed Israel Jah Esq paid a courtesy visit to the Administrator and Registrar General and her Management Team at Roxy Building at Walpole Street in Freetown.

The Ombudsman stated that he is on an awareness raising and sensitization drive to all MDAs to inform them about his mandate and functions. He stated that there is a whole generation of public sector workers who are not aware about the Ombudsman's Office or functions. He noted that he is also building cordial working relationships during these visits to ensure that Heads of Institutions and their management teams will not see his office as intruders into their administrative actions.

He stated that his Office receives complaints from members of staff Public Institutions as well as members of the public who have suffered injustice as a result of the administrative actions of public officials/Institutions.

He stated further defined injustice and maladministration which includes amongst others, harshness or general high-handedness, misleading a member of the public as to his rights, using powers of offices for the wrong purpose.

He revealed that his mandate aligns with one of the President's manifesto promises of revamping the Public Service architecture.

Thanking the Ombudsman and Team, the Registrar General, Saptieu Saccoh Esq, outlined the issue which her office is faced with. She noted that her Office is under staffed and have not been given permission to recruit which impact negatively on their service delivery. She noted that they are a revenue generating entity but do not retain any of the money which will help them run the Institution smoothly.

She noted that the sensitization which the Ombudsman has been embarking on will go a long way in raising awareness about his mandate and functions. She acknowledged the importance of the Ombudsman's Office whilst pledging her Institution's support to the Office.

OMBUDSMAN ENGAGES COURTESY THE EXECUTIVE DIRECTOR OF THE SIERRA LEONE MARITIME ADMINISTRATION AND HIS MANAGEMENT TEAM

As he continues his sensitization drive and courtesy visits to MDAs, the Ombudsman Tejan Ahmed Israel Jah Esq. paid a courtesy call on the Executive Director of the Sierra Leone Maritime Administration Mr. Paul Sobba Massaquoi and his Management Team at their Offices at Government Wharf in Freetown.

Briefing the Team, the Ombudsman stated that the visit is to build collaboration and partnership with the SLMA and to ensure that the issue of injustices and maladministration within that Institution are eradicated or minimized. He noted that his Office receives and investigates complaints from members of staff or members of the public who have suffered injustice as a result of maladministration. He stated that his office performs quasi-judicial and human rights functions by serving as a grievance redress Institution.

The Ombudsman noted that his Office continues to raise awareness about its mandate and functions due to the fact that there are some Civil/Public Servants that do not know what the Ombudsman's Office is about.

The Ombudsman further stated that his mandate aligns with Pillar 5 of the President's manifesto promises which is revamping the Civil and Public Service architecture.

Thanking the Ombudsman and Team, the Executive Director of SLMA, Mr. Paul Sobba Massaquoi, noted that the mandate of the Ombudsman is huge and that he is also happy to learn about the work of the Ombudsman. He noted that the SLMA was established by an Act of Parliament to regulate all activities at sea. He noted that they are responsible for registering Vessels and providing sea security for vessels within and outside Sierra Leone. He noted that his Institution is signatory to several International treaties which they have to domesticate and implement locally. He pledged his Institution's continued collaboration with the Office of the Ombudsman.
