OFFICE OF THE OMBUDSMAN MOURNS THE DEATH OF THE FORMER OMBUDSMAN,
JUSTICE EDMOND K. COWAN

The Office of the Ombudsman regrets to announce the death of the erstwhile Ombudsman of Sierra Leone, Honourable Justice Edmond Kadoni Cowan. Justice Cowan reportedly passed away on Wednesday 24th January 2018 at his residence at Malama in Freetown. He was 80 years old.
Honourable Justice Edmond Kadoni Cowan was the Ombudsman of the Republic of Sierra Leone from March 2008 to March 2017.
He was also the Chairman of the 80 - Member Constitutional Review Committee, that was established by His Excellency Dr. Ernest Bai Koroma in July 2013, to review the 1991 Constitution of Sierra Leone.
He was Sierra Leone’s Speaker of Parliament from 2001 - 2007. On many occasions during that period, he acted as President of the Republic of Sierra Leone.
Prior to his appointment as Speaker, he was Justice of the Appeals Court.
In 1999/2000, he was the Sole Commissioner appointed by Government to inquire into the activities of the Sierra Leone Telecommunications Company (Sierratel) and the award of Government Contracts, Re: The Furnishing of Government Quarters and Buildings.
Justice Cowan was called to the Bar by the Honourable Society of Inner Temple in 1970.
From 1979 to 1981, he worked as Principal State Counsel at the Law Officers Department, having done private practice in Sierra Leone for over 9 years.
He was the Legal Adviser to the Sierra Leone Produce Marketing Board (SLPMB) from 1981 - 1989.
He was a graduate of the University of London (External) and the Manchester College of Commerce.
